From the C2C Wednesday, May 1, 2024 Governing Board Meeting

On May 1, 2024, the Governing Board adopted several new changes and/or recommendations to the data system, approved new data points, and approved a new state agency joining as a data provider, among other updates.

Check out the May 1, 2024 Meeting Materials.

        Greetings Data partners,

Thanks so much to those who were able to tune in and provide public comment during today’s governing board meeting. Once a year during the Spring, the C2C governing board considers proposals through its advisory board proposal process and adopts new changes to its data, tools, and governance structures. Today was that day, preceded by months of advocacy meetings, coalition meetings, coalition sign-on letters, partner meetings, advisory board meetings, ad-hoc committee meetings, and so forth. Despite encountering expected resistance today, we remained steadfast in our advocacy to democratize access to information about our students, their pathways, and their outcomes. And while the governing board did not adopt all new changes and/or recommendations to the data system, they did adopt the following three motions, which is still a huge win and sets a positive precedent moving forward:

Item 14 Motions 1-4 (Adding new data and tools)

        • #1 Move to request the Office to create the following metrics from existing data:
          • retention beyond a single year
          • AP and IB course completion
          • early college course completion (DuE)
        • #2 Move to approve that the Office consider the following disaggregation option to CCR dashboard:
          • whether students enrolled in postsecondary based on the type of high school exit or by AP/IB course taking

Item 15 Motion 1 (Codifying a requirement to appoint 2 student board members)

        • #3 Move to reserve two existing seats for current students on the CEAB and DTAB, and to express the intent that the GB seek additional funding and position authority for staff to recruit and support student members.

Today the board did not take action on future A-G data, nor did they take action on a data point around retention within a major. They did approve new data points around teacher data by CDE and new finaid data points by the CSU/UC, as well as approved a new state agency joining C2C as a data provider, among other updates. Please feel free to reach out with questions on these matters.

With that said, I simply want to express my thanks for your tireless advocacy to improve our systems to better serve all young learners. Onwards!

        Advisory Board Recommendation Process

The language was revised in response to expressed support from both Advisory Boards and the public for updating and modifying the Advisory Board Proposal Process. Additional language was included to integrate some of the requested changes. Due to the intricate details and nuances noted in the Governance Manual, sections pertaining to the Advisory Board Proposal Process, a detailed graphic outlining this procedure was included to aid in understanding the information (see below).

Here is a summary of the recommendation process updates:

        • The proposal form will be made publicly available on the C2C website at least one month prior to the summer meeting, which will allow any member of the public (including Data and Tools Advisory Board members) to submit a proposal form.
        • At least two weeks prior to the summer Advisory Board meeting, proposal forms will be due from members of the public. The Office intends to post the forms it receives from members of the public on the C2C website for Community Engagement Advisory Board members’ review. The Office may provide additional context or screen out spam or inappropriate submissions.
        • At the summer Advisory Board meeting, members will be provided dedicated time to
publicly discuss the ideation of recommendations received from the public.
        • The proposal form must be submitted by Community Engagement Advisory Board members at least one month before the fall Advisory Board meeting and posted on the C2C website. Members may choose to submit their own proposal form, sponsor a proposal form that was received over the summer, or further refine concepts from a form that was submitted over summer.

Here is a tentative timeline of how the Recommendation Process will unfold in 2024:

        • Wed April 3: Proposal Form goes live for the public
          • The proposals will end up in a library so that members can recycle ideas, go to https://c2c.ca.gov/advisory-board-proposal-process/
        • Fri June 21: All public forms should be submitted
        • Mon June 24: All submitted proposals will be posted publicly.
        • Wed July 10: Joint Advisory Board meeting
          • Wed July 24: Advisory Board proposal forms are due
            • Seated Advisory board members can sponsor proposals
          • Fri Aug 16: Reconvene for report approval
          • Mon Sept 9: Pre-Meeting Survey if more than 3 proposals are submitted
          • Mon Sept 23: Survey submissions are due
          • Wed Oct 2: The three proposals are revealed

For more on the proceses, read the March 20 Staff Report.
