SAFEGUARDING WHAT MATTERS MOST

A Policy Agenda to Advance Education Equity and Holistic Student Success

Interviews with over 50 local, state and national leaders from November 2024 through the present have given the coalition a clearer understanding of the state and federal budget and policy changes. From March to June 2025, NCCPC will host virtual bill showcases, and continue to convene members and partners. 

In July 2025, NCCPC will present a new Three-Year Policy Agenda that will drive the coalition’s advocacy efforts from 2025-2028. Our shared aim is to ensure students and families can thrive through challenging times.

As NCCPC advances our Policy Agenda Refresh Project, we are conducting more interviews with stakeholders like our members, policy partners, and local advocates. We will conclude our interviews with a March 11 Policy Retreat held on Zoom and present an updated Policy Agenda for 2025-2026 by April 2025 which we’ll present to NCCPC members at the April 16 All Member Meeting.

 

Top 4 Policy Issue Priorities

As of 2/1/2025

#1 Protect Vulnerable Students and their Data

Existing federal laws and, more recently, thanks to the Governor, Legislature, and Attorney General, California laws set model policies for all post-secondary and K-12 institutions to protect the data of students who are undocumented and in mixed-status families.

#2 Safeguard Student Financial Aid

Federal and state funding and policy landscapes are changing in unprecedented ways, while students and NCCPC member organizations are working to support students through the challenges and ensure legislative wins are fully implemented.

#3 Amplify California’s Asset-Building Programs

In the first year of implementation, only about 9 percent of CalKIDs Children’s Savings Accounts have been claimed. The HOPE for the Children Trust Account Program will launch by July 1,  2025.

#4 Ensure Racial & Gender Equity

NCCPC advocates for California’s values of fairness and justice achieved through targeted actions. This looks like ensuring the successful implementation of new legislation establishing California Black Serving Institutions.

What NCCPC is Watching

#1 Protect Vulnerable Students and their Data

  • SB 48 (Gonzalez) – Immigration enforcement: schoolsites: prohibitions on access, sharing information, and law enforcement collaboration.
  • AB 49 (Muratsuchi) – Schoolsites and day care centers: entry requirements: immigration enforcement.

#2 Safeguard Student Financial Aid

  • State Student Aid: NCCPC supports AB 313, introduced by Assemblymember Liz Ortega, to extend the Cal Grant application deadline by one month, to April 3, 2025. Encourage CA mixed-status students to safely submit a state CADA Application now for state aid.
  • Strengthen Scholarships: Ensure full implementation of California’s scholarship displacement legislation (AB 288, AB 3240) using our free Guides to prevent scholarship displacement.

#3 Amplify California’s Asset-Building Programs

#4 Ensure Racial & Gender Equity

  • Ensure successful implementation of new legislation establishing Black Serving Institutions (AB 1348 Bradford)
